I'd say there's little or no differences between normal templates and email templates in most cases.
The reason being that most template creators just create a template and then call it different things to get the most mileage possible out of the work they have done. I have not checked myself but I would assume that companies charging $30-$250 for just one "email newsletter template" actually have done some homework before creating it and some testing afterwards to ensure you get something worth the cost.
